Background of the ODAR (Open Data Access and Resources)
Anchored to the positive results of the implementation of Project 10X (P10X), this innovation, Open Data Access and Resources supports the furtherance of the goals of project 10x. This project served as the foundation of all continuous improvement initiatives of the Planning Office and firmly stands by the 10X rule/principle, which is, "targets should be 10 times greater than what you believe you can achieve." Translating this principle/rule in this project, the project would facilitate the provision of quality service to the planning office clients at a minimal cost which can be done by harnessing free use technologies to drive improvements in processes, systems, personnel, and outputs.
The ODAR was initiated in furtherance of the objectives of P10X and was aimed at providing easy access to basic education data which are shareable in nature. From time to time, other government agencies, private organizations, and other entities are submitting requests for basic education data for their use especially in their strategic planning and operations planning and to lessen the burden of making requests and waiting for responses. The usual data these organizations were requesting and are deemed "for general consumption" were placed in the online repository (ODAR), open for everyone to access, anywhere, anytime.

STATEMENT OF PURPOSE:
The Planning Section ensures accessibility to accurate, timely and
reliable data and information as critical inputs to the management of the
schools division office and bases for the formulation and implementation of
educational plans, research, standards, and guidelines, by maintaining
and updating the division’s basic education information system, performing
analysis and generating reports on educational indicators.
